can you put a cement planter on it? I want to be able to turn my outdoor plants.

It'd probably support it just fine if the combined weight of concrete planter, soil, plant, and water was less than 55lbs ...

is it able to turn 360 degrees

Yes, it will turn infinitely in either direction.

I plan to use this with a bowling cup holder and use it to clean the ball with it rotates, is the rotating motion smooth and speedy enough to use?

No its not very smooth rotating..not for your use. Maybe a bigger size one would be better for your use. I don't think it would be very sturdy for a bowling ball. I use it for my coffeemaker, which is not too heavy and its fine. Hope this helps you.

i would like to use this to display my items at a craft show. a lightweight display of flowers and bowties. would it work?

Yes, this item would work for that purpose. It is quite heavy duty, and has a non-slip surface. I use it to hold my 32" flat screen tv so that I can turn it to view it from different areas in a large room. The base of the tv sits on the turntable and my television is very stable sitting on this. It rotates easily in all directions. I think that for the purpose you have in mind it will work just fine.
