They feel like rubber to me. They are soft enough where I don't have to worry about puncturing the pool liner.

how strong is your arm? these can easily be thrown 30+ feet

Do the rings stand up, at the bottom of the pool?

These toys sink to the bottom of the pool very quickly, but they do not stand up. They lay flat against the bottom. Great dive toys! Very sturdy!
