If these only stretch to 12 inches than these headbands are only for babies I would assume? 12 inches would be too tight for a toddler or older child.

They stretch so the whole loop is 12 inches long which is 24 inches around. I can easily stretch it to fit around my own head but it gets pretty thin at that point. These should work for toddlers, they will just be stretched a little thinner.

Are these cpsc compliant?

yes and very soft and comfortable..

Do these go back to shape or remain stretched out?

Mine have not stretched out at all. I use them for ear loops on face masks. They are washed frequently and are still nice and stretchy. I do not put them in the dryer.
