what is the ratio of BoraCare to water

The instructions say, 5:1, 2:1 and 1:1. It depends on your application method and the type of pests your dealing with. Here's "Table A", from the Bora-Care label.
• All Insects and Decay Fungi 1:1 Spray, Injection, Brush, Roller. 
• Subterranean and Formosan 1:1 or 2:1 2:1 dilution ratio may be used for Termites foaming
• Drywood Termites 1:1 or 2:1
• Anobiid and Lyctid Powderpost 1:1 or 2:1 Use a 2:1 dilution ratio for treating Beetles hardwood floors. Logs require a
1:1 ratio.
• All other beetle species 1: 1
• Carpenter Ants 1:1 or 2:1
• Decay Fungi 1:1 or 2:1 Use a 1:1 dilution ratio on wood members 2" thick or greater.
￼• Drywood Termites, Powderpost Beetles and Decay Fungi 5:1 Two (2) applications required for surface spray. For prevention only.

Is this appropriate for antique furniture?

Not 100% sure, as i used it on wood paneling, but as i researched it, i think folks used it on antique furniture.

Can this be used on peach tree borers that have infested a tree?

Finding this Q a bit late, but for sake of others with fruit and citrus tree concerns: I am fairly certain Termidor instructions say not to use within a trees drip area (branch radius) and it is a toxic poison so you wouldn't want to to eat any fruit from a tree treated with it. Consider cedar mulching a ring around it or mixing something like diatomaceous earth with your soil as well as bait stations nearby could be an effective way of dealing with that situation.

I have redwood fence posts with dry rot. Would this be effective in killing/stopping the rot?
