Ideally you want 4 ACH (Air Changes per Hour) and this unit rated 930 SF twice per hour, it's only suitable for room size 465 SF, Coway being sketchy and put up big number to tricks people into buying their products, pretty shady. If you search Coway 1512HH/Airmega 200m and compare it with Coway Airmega 250 on Energystar website, they are almost the same in performance. The only different is the Airmega 250 is bigger, better built, look better (personal opinion) and does run quieter.

Why does the description say “down to 0.01 microns” while the actual packaging says, “0.03 microns”?

It's actually easier to catch the .01 micron particulates than the .03 micron particulates...Brownian motion. Google that statement and you'll find some interesting charts that'll put your mind at ease re: covid & coronavirus.
