Im confused on the measurements surley its not 3" wide and 6" long?

be confused all you want these are start capacitors for a 5 hp electric compressor motor diameter is 2.5  in approx and 5 to 6 in long 
these are big start caps what else are you confused about?

Does it come with the resistor across the contacts

The one I received did not come with a resistor.  If you have the old resistor just use it on the new capacitor.  Most any electronics parts store will have the right resistor or one vary close to it. Most of the time the resistor just bleeds off voltage upon shut down of the equipment.

Yes. The reason this is not mentioned is that, in this case, it doesn't matter. Think of trying to start moving a bicycle only with the pedals (without pushing off with your feet.) If the pedal is at the bottom of its cycle, and you can only push down on it, it won't move (the other pedal is exactly at the top, and pushing straight down on it won't make it move, either.) But, add someone else who is in front your bike. That person can push the pedal around enough that you can then keep it going. In this case, the start winding of the motor is that other person. The start capacitor provides the position of that person around the pedal shaft (whose best position would be directly in front and level with the pedals, which is 90º relative to your position above the pedals [or a 90º "phase shift" or 90º "out of phase" with you]), and the centrifugal switch makes him disappear when he is no longer needed. The frequency (50 or 60 Hz = 50 or 60 pedal rotations every second) is the same for you and the other person. The capacitor won't shift that person exactly the same amount as at 60 Hz, but it makes little difference, and so isn't mentioned.

Question 4

Blew on first power up. All #'s match exactly except mfd, which has larger range on new one (old was within this range). Bad part or another issue?
