Can this protect against the rain?

It is made of very thick paper kind of like card stock but much heavier. Not water proof but it is perfect for carrying artwork around safely so if you can not afford waterproof portfolio, an easy work around is to have a big plastic bag handy and if it is raining just put over it and make hole in the plastic bag for handles to grab. Once I had to take it home and it was raining outside and my small umbrella would do nothing to protect precious art so I asked a janitor for a spare large trash bag and it did wonders to protect this portfolio and all of the precious content. After all artists are creative and know how to turn ordinary into extraordinary and make most of plain stuff. This piece is great for carrying drawings and other not too heavy pieces. It is not good for canvas frames as the handles would not support. Great basic portfolio bag. A work horse. It is also great for storing your art pieces. If you have more money and need a portfolio that will last for years and be good for any season then get one that is black waterproof one. If you are a beginner artist get this one and then after a semester you will know what you need. The rookie mistake is to overinvest in a portfolio you don't need and that will look overly show offy and goofy.

Is it shipped in a 24 x 26 x 2 cardboard box, or is it folded?

What is the depth on the 24 x 36 size?

Don't waste your money on this product. The first time I used it the handle ripped through the cardboard on one side. The strap fasteners are shabby and pull through the cardboard. I even tried to fix it with heavy tape but it was a waste of money.
