Yes! it's just one, PS. in my experience, it wasn't very comfortable, definitely meant for smaller heads.

will it fit a toddler?

It fits my 3yr old but it’s a bit thick for her head. Usually her headband would be about 1/2 that thickness. My daughter has a decent size head 😊
