What is the actual height of this skillet itself, not the package?

The height is 2" just buy it ! you will not be disappointed . I bought a soft silicone spatula set to keep the surface from getting scratches . At this point I have cooked a variety of foods in the pan and now " its my go to pan " for cooking .

How bad is the non stick my Calphalon with the induction plate finally died, seems allclad is the only one left doing HQ induction nonstick?

I have Calphalon cookware and it did not work on my induction burner. This is the reason I purchased this particular pan - and it has worked well. One more point is I’ve had my Calphalon for nearly 30 years and never really considered it nonstick cookware.

Is this frying pan oven safe?

It does not say oven say oven safe.

Can you clarify definitely no ptfe since you state it is teflon?

You will have to read the description from the manufacture . According to the label there is nothing harmful about the coating . PTFE gives it the Non Stick quality . Buy it and enjoy it ! I like mine very much .
