You will likely need an app specifically programmed to do this for you. You will also need more than just the amiibo file, you will need other reference files to make it work. I suggest searching on YouTube or Reddit for more information.

Can i rewrite these cards once I upload something on them?

The tags with NXP 215 chip in the tag has a read-write lock function that makes the tags can be repeatedly edited or read-only. It depends on the APP you use to program the tags. Once locked, it will be read-only, you will no longer be able to edit and reset it. Such as Amiibo can only edit once, kindly pay attention to this before your programming.
