Does it measure torque of already tightened screw

No. For that you need a Digital Torque Wrench. This is an analog TWrench. You can set a target value and tighten upto the target value. Finding already tighten screws torque value is possible but... tedious work. You have to manually set each possible value and check each one. Better to use a Digital TWrench.
