Will a orion xtr 650.1 push 4 12 inch hifonix subs

I wouldn't recommend it. I am not sure what power those subs need each but doubt 650 watts is enough for 4 12s. Look at the rms rating for each sub. Now multiply that by 4 and that is the power you need.

Is this amp for 4 speakers?

I think what he is saying is that you can drive more than four, but only on 4 channels max per amp. The discription says 6 channels, but that is not correct. It has 4 channels input(RCA) , 4 channel speaker OUTPUT, and 2 channel low level OUTPUT(RCA) for daisy chaining another amp.
