at almost 4 times the cost of those $20 butane stoves, is this Iwatani stove safer than those cheap stoves?

This Iwatani stove is the best of all portable butane stove. I cook very fast and it will use all the butane gas not like other butane stove. The butane is on the top of the heat metal plate. It definitely help to get the max out of the butane gas inside container. I have at least 2 x 12000 BTU and 4 x 15000 BTU portable butane stove at home. You never regret to buy this stove at all.

This one is made in Japan and the quality is awesome!!

Never using a butane burner, how long does the burner cook on a fill up?

This depends on how HIGH you set it. My first canister lasted almost an hour on what I would call a medium setting. This was using a cast-iron wok with a high heat coconut oil with a smoke point of 425º. Hope that helps.

Great build quality.

As with most things Japanese this is built very well and works with most butane canisters. Perfect for outdoor cooking and the burner generates a lot of heat making it perfect for searing.
