So i wanna use this for a cat tourniquet. good idea or not?

The TACO gear is really versatile and can be easily tightened down or loosened up. Regarding a tourniquet in the radio holder I am a little concerned about the top strap getting in the way. You may want to consider the TACO pouch for M4 mags, it is virtually identical but does not have the top strap. The TACO has always held my securely but does not bind when I need it.

Can you attach a single pistol taco on this? Or the handcuff taco?

There are molle 2 strips on the outside of the taco. The openings are tight but they are there. I personally wouldnt mount a pistol mag there. Thats just me. I have a double decker taco with 2 m4 and a pistol all in 1. It swings all over the place due to the weight. Thats just my preference. Hope this helps and im not too late.
