I sure they were made in USA but not able to check because they were in my last home that we sold.

Can this be used as a grow light?

The 5000K lamp is not really appropriate. There are LED lamps that are far more suitable. Get some expert advice as you select what you need for your particular application.

Are these bulbs instant on?

Pretty much. I'm not sure what you mean by "instant" as there is a very slight delay after flipping the switch but nothing like an old incandescent light taking a couple of seconds to warm up. They're LED light bulbs.... they are about as "instant" as a light source gets.... but even a diode embedded in an IC chip needs a couple of milliseconds to reach temperature and fluoresce.
