Well I'm 5 ft 10"; 185 lbs and the stocking stops a little over my knees so it's not thigh high for me and the garter belt is very loose and way too long... so I'm gonna have to say no

I haven't actually measured, but these are at least 6-7 inches. They are actually too long for me, but I'm really short. They are the longest I've ever seen on any garter belt. I would measure them for you except they are packed away right now, we are getting ready to move.
