Q: Can it be used outside?

Used outside to do what? Fill in holes or gaps? I used to fill in an outside gap but a squirrel or chipmunk just pulled oil out. I didn't see any problem with it bring exposed to outside except a determined rodent will still get it out and it didn't harm the squirrel or chipmunks paws or feet or whatever

Q: If you use this to block weep holes in bricks, will the condensation still be able to escape through it as needed? And will it rust?

Yes, this product is very porous and breathable. It won't pose a problem to allow condensation to escape. Keep this in mind when packing into your bricks as it won't be necessary to overpack.

Q: Is this thing flamable, i want to put it under heater vents
