Is the summit  blender basically  a digital/ programmable tempest blender or are there significant performace differences , thanks

Yep.  The shield makes it quieter, but they both utilize the same 3-hp motor and 98650 cutting assembly.  Heck! Even the jar sitting atop both units is the same 6126-650 container.  Besides the better sound-dampening, the 850's programmability makes it possible to remove the variation in drink preps that inevitably result when two different servers make the same drink.  To a home user, this last feature is much less valuable than it would be to a smoothie shop or other commercial venue.

How do you keep rust and other things from accumulating on the bottom of the blade assembly? Can the blades be removed and cleaned?

1-When cleaning your container do not use stiff-bristled brushes, abrasive cloths or pads, or commercial sanitizersolutions to clean the jar.A commercial sanitizer concentration that is too strong (not diluted enough) can: Dull or etch the surface of the container creating a hazy appearance Make the container material brittle and lead to hairline cracks in container edges or handle Cause blade assembly bearing seal failure, resulting in excess bearing noise or even bearing failureNote: Use of improper sanitizer or improper sanitizer strength may void the container and bladeassembly warranty2-Avoid submerging containers for extended periods of time. Submersion for longer than 2 to 3 minutes can reduce thelife of the container’s cutter assembly seals. After cleaning, store the container upright.3- DO NOT wash your container in the dishwasher. Avoid exposing your container to temperatures in excess of 176°F (80°C), including boiling water. Also, thetemperature of any ingredients placed into the container should not exceed 115°F (46°C) as the temperaturecan increase during the course of the blending cycle.

This is 110v.  There is a 220/50 international version available, but that is not this unit.
