Will this disc work on Windows 98?

Yes but don't use it if you don't have the system recovery disc. You'll need the disc to reload your computer. Without that disc you'll be up the creek without a paddle.

Can i use this to erase data from an old 386 or 486 pc + the windows platform one step below xt?

I really don't know but suspect that it would work. You need to have a disc drive (not floppy disc) either in the computer or wired to it.  If you are planning to get rid of the old machine, another solution would be to open up the case and just pound the heck out of the main drive with a good heavy hammer.  Can't imagine that anyone would try to retrieve any data if you bang it up enough.  Wear eye protection.

could i get this on a usb and use it? i'd like to wipe my chromebook and it doesnt have a cd port

I don't know.  You have to start your computer from the this cd rather than its own operating system.  If you can get your chromebook to start up from a thumb drive, I would try searching on Amazon or the internet for a disc-wiping usb device, or just googling "how can I wipe the RAM on my chromebook?"  You could ask a computer nerd or professional but then you're probably getting into more money.  Good luck.

Can this work on pc that os is already removed?

I used it on a vintage Toshiba with a totally messed up OS -mit was non-functional. The CD cleared it all, taking about 10 hours, but I then had a clean HD and could install a totally new OS (Linux Mint). To answer your question: I do think it would work, worth a try.
