Does it keep out cold air

It would possibly, but only because it would restrict air flow under the door. It is a brush, so it's not air tight. But if your floor is uneven, this would be the proper and maybe only choice, because it wouldn't get stuck on the floor and hold the door. I use them on screen porches to keep bugs out.

Does it come with screws? If not what kind should I get for installing to a wooden door? Thanks

Can this be installed on the bottom of a wooden fence gate to help keep animals from getting into the yard? That would be our sole purpose.

You could install it on a fence gate but you would have to keep it low to the ground to keep the little critters out.
