I can't seem to find the Medium sized treats to fill this, either in-store or online. Any suggestions on alternative fillers?

We use dry dog food. Add water and let set. Make a mush and use a baggie with corner cut to fill, then freeze. We keep about 4 so we always have one frozen. The food in Kong is part of his daily food so he just thinks he is getting a treat :-)

Is this the right size for a beagle? Thanks!

Yes it would work with a standard size Beagle. We bought it as a donation to a military working dogs organization, so I haven't actually seen any dogs using it. But I did receive it here, and from what I recall it would work for a medium size dog.
