Does this work on chipmunks?

Chipmunks are so frustrating! This will work, but it seems only for a short time. It lasts only 2-3 days against those critters. Better than nothing and works as well as anything else I’ve found.

Does critter ridder pellets harm birds if put on ground under a feeder??

Our testing has not shown that this product is harmful to birds.

Is the scent strong enough to be offensive to humans?

No. Not only that but the scent is not offensive to anything. The product doesn't work. Don't waste your money.
