Which side should be up when put into the pot?

Hi - Your pot will never boil over. If you are cooking rice, say, a few kernels will probably splash out, but it won't bubble over.

Does this prevent milk from scorching on the bottom of the pan?

This helps only with foaming up and boiling over, to certain point. If you use too high heat it will scorch.

Does it make a lot of noise when water boils? I need it to make noise so I know when water low when steaming tamales, which take approx 45 minutes!

It's been a while since I used it. Best I remember it makes a fair amount of noise if the water if boiling somewhat vigorously, but less so if barely boiling.
