Can you use poe ports as a regular port or has to be a poe device?

Yes, the PoE standard used is 802.3af, which will automatically detect whether the connected device is PoE compatible and act accordingly. Non-PoE devices can be used in the PoE ports just fine.

Can the managed version also function like a plug and play, or does it take extra work to set it up compared to the unmanaged?

It’s possible but not a sure thing. It will function as a switch, but may require configuration to work in YOUR system. For me, it defaulted to 192.168.0.1, which was already assigned to my home router, so it took down my network until I went into the settings and assigned it a different static IP address. After, it was fine.
