250 AMP ARC WELDER 110V/220V DUAL WELDING SOLDERING MACHINE TOOLS BX1-5250AWB

I've been unable to get this to function. I can't strike an arc with it at all (it does spark but no arc). The 110v option on the switch is blocked, it only turns on at 220v, but the power can only plug into a 110v wall outlet. The instructions are written in horribly translated Engrish and makes no sense what-so-ever.
