Can you store it in the fridge?

Yes fridge or freezer and it will be fine. I've left mine in there permanently and take it out whenever I need. Only ever used it cold.

Does it actually rest on and cover under the eyes or does it just hover over the lower eye area because nose pokes it out?

It just hover over the lower eye area because nose pokes out. To make it work for puffy eyes I had to wear a "SLEEP EYE MASK over this product. Worked great that way.
