power cycling resets the speed controller. If low speed is adequate for your humidor then yes. Or you can bypass the speed controller and plug.

Is the 102 cfm a combined value, or a per-fan value?

Product title says 102cfm, but description says 2x73.8cfm. Which is it? It’s not combined because that’d be 147.6cfm

The fans are distinct but not well shrouded from each other. I have experience with water turbines and this is much less dense but still fluid flow. My guess is that there is a small amount of interference between the fans, which degrades performance.
