Can this unit be mounted outside to maintain batteries on utility vehicles ?

While it is "waterproof".... It isn't element proof. Aka the sun would likely destroy the plastic after a while. Including the cables etc... This is designed for charging boat batteries. Or well that's what I bought it for. Maybe someone else knows more about it.

Can this unit be mounted upside down. Where the wires would be coming out the top?

Yes. According to documentation the unit can be mounted in any position.

With a 4 battery parallel array can the 8 charging cables remain connected while the batteries are supplying the load?

The privies is to always leave the charger on the batteries. Works great. We use ours for lithium batteries. Ours are in a series, I don’t think parallel would be any different. One thing to note, it does way 40lbs.
