No, it is more like and oblong oval

Q: How far into a paper can you punch? Looking to get in the middle of a postcard.

Q: Can standard 8x11 paper work

Yes - works like any paper punch. But can do as thick as a credit card easily. You asked about 8x11 paper. Note that the standard offset bar is only about 5" long so if you are further than about 5" from the edge, you would have to eyeball the location of the punch. It also has an adjustment for how deep in from the top edge of the paper / card that has about 1/2" of adjustment. My measurements are from memory as mine is now packed away until I need it next year. Good luck. It works great.

Q: Can I used this for middle punches? For candle dust covers I need my punch to be centered and not punch like a tag

I don’t think that you would be able to do that because it has a stopper. I use it to make holes in ID badges. You can only put a small amount in to punch it. You can only adjust the punch side to side. You can’t push farther in to punch. I hope that I answered your question.
