is this cord as short as it looks in picture?

The cord is not as short as it looks in the picture. It's long enough for youTo think buying it was worth it.

Can this charge a regular 3DS?

Yes it can. I originally bought this to use with my XL, but then I imported a Japanese 3DS (regular) to play Monster Hunter 4. I currently use the charger for both systems, as it does work for both the XL, and the regular.

is this the same exact charger as comes with the 3ds system? do the prongs fold flat?

Hi Regina, yes this is a Nintendo 3 ds charger and the prongs do fold flat. Hope this helps you, I got it for a 3ds xl.
