I bought cleats because it takes just one hand to twist a loop over a horn and pull it tight. It won't come undone but can easily be released. A cleat can also keep excess rope out of the way. A 3-foot rope would have been dandy to hang a scale to weigh a 24 pound table, but my rope was 30 feet. With a cleat, I could drop the rope on the ground, bring one end over the cleat, through the eye bolt, and down to tie to the scale. The excess stayed out of my way below the cleat.
