Does this wash out in one use or is it semi-permanent?

It washes out. It covers well but doesn't stay on for days.

Does this go on your hair like a mascara and does it dry. Avon had an awesome one but they do not carry it any longer

Yes, it goes on your hair like mascara. It does dry, but it takes a little time, several minutes, so you want to be careful till it does.

How do you know what color to get

You order the color that is closest to your hair color.

Is it a mascara brush? that's what i wanted. also do i have to apply on wet hair or dry hair?

Yes. It's a mascara brush. I've only applied it to dry hair. Works great.
