Does this shower head turn all the way off?

As designed it doesn’t turn all the way off. When you flip it to the “off” position it still dribbles some. It is an efficient way to maximize your water usage without getting that surge of cold or scalding water. Once you have the temperature mix right it does not change when you turn it off/on which is a good thing.

Is the on off switch hard to push?

No. It is easier that the one I replaced. Remember, the off does not totally stop the water flow. A trickle continues to help maintain the water at the desired temperature when you turn it back on.

Will this fit a 22 alliance paradigm?

I think it most likely will fit. In my 2020 GD Solitude it was a direct replacement for the shower head in it. The hose that comes with it is not nearly as flexible, I would suggest just putting it on the one already there.
