I want to sand down a varnished set of drawers. Whats the best grit to use?

Depends on how thick the varnish. You might want to try 80 grit first. If it's too slow drop down to 40 grit. If it's too thick of a varnish, use some sort of paint/varnish remover first. Then progress up the ladder of grits. Possibly 40 grit, 80 grit, 100 grit, 150 grit and finally 220 grit. If you're going to paint, I would stop at 150 grit.

Are either these 3000 grit or perhaps the 2000 grit an acceptable alternative to #0000 steel wool after the final coat of polyurethane on wood?

I would say no. The Furniture industry will use 1500 grit on a rubbing machine to achieve a smooth finish. Their machine is not rotary but is moving back and forth on a straight line and they are using overlapping strokes which go with the grain. Depending on the sheen they want they will use compound with felt pads on the same machine to take out the scratches left by the 1500 grit.
