Is this a foaming cleanser?

Technically yes, however it doesn’t contain harsh, stripping foaming agents, just mild natural surfactants. We call it a “gel” cleanser for this reason, rather than a traditional foaming cleanser. The difference is quite noticeable. The product creates a mild foam/lather when you rub your hands together or rub/apply it to your face. I hope this helps!

does it remove eye make up ?

This hyaluronic acid cleanser isn't a makeup remover, it is used as a second cleanse after removing makeup, or as a daily face wash. Thank you :)
