I purchased this for my grandson for Christmas and can't figure out how to turn it on. Can someone help me?

It doesn't have a switch that I know of, but it only works if the button is pressed. Then it only does the siren for a couple seconds and shuts off

I got this for my son for christmas and i think i'm missing a part to connect it to the handles. the lights only have a screw sticking out.
