Yes this is also a pouring medium but it's main function is to present cracking and craze in thickly applied acrylic paints. As a pouring medium it gives glossier finish than the common paint conditioner.

Does this have a similar finished high gloss look as Art Resin?

Well, the painted surface has some gloss when you use GAC800 as your pouring medium, but of course, you cannot compare it with the resin finish. If the question was more about GAC800 as varnish, - I never tried, I would rather use varnish medium for that or a clear resin finish.

No it is not glue or anything like PVA glue. This media helps to keep paint at an even drying speed and smooth consistency. Mainly used for paint pouring.
