Will it trim shih tzu like short puppy cut? Do not like shaved haircuts.

I dont see why not: I have been cutting a standard poodle's hair with it. It brings 4 plastic guards of different lengths, plus the bare #10 blade will give you basically many choices on the length. Powerwise, if it can power thru a full size poodle, it should be able to trim your Shih-tzu.

Will this clipper shave off matted hair?

If the comb is off. I had to cut mats off with scissors first then use the clippers to shave closer. My cats hair is fine..not like people hair!

Can this be used on cats?

Yes, it works good on cats. I clip my Persians all the time with this clipper. The fact that it is quieter than other clippers helps.

Does this come with the #10 blade and what do the 1,2,3, and 4 combs mean? Do those correspond to a #?

Yes it does come with the #10 blade . And the combs 1,2,3,4 are inches , #2 is 1/4 #3 is3/8 and the #4is 1/2 hope this helps .
