What percent blend of Pure Rose Absolute oil is this product?

It's cheap...so probably not much...it doesn't advertise but it is very nice and my face feels soft and smells lovely.

Can I put it in my facial steamer?

This oil has other ingredients than just rose oil. There is a carrier oil in it so I use it on my face, body and hair.

Hi. It's a face serum...I think if you poured it in the water it would only stay like oil to water...just float about. But, no hurt trying a small amt under the water as you fill the tub...thou remember some things is not good for our vaggia...lol
