WHY am I getting a message that this cannot be delivered to my home, a single family residence, where I receive packages from Amazon every week?!!

How do I mount the steering wheel? There are no instructions and the hardware provided doesn’t make any sense. Do we drill a hole into it??

Does the telescope swivel? Thanks!
