Does the 60 min bessel move so you can spin it and set it to see when 20 mins has passed?

I have the orange one and mine doesn't spin. Perhaps its stuck as I never tried in two years. Duracell 377 battery was replaced twice so far it seems to last over a year or so.

Can the band be changed?
