They were made in Japan but I just received my order and they are made in Vietnam (Received date 4/15/20).

Push the cap down as far as it can go and then twist it. Very similar in concept as opening medication bottles

Are these preservative free?

Not sure what you mean by preservative free, just google each of the active & inactive ingredients pls... This mainly works for me, it cools/refreshes my tired eyes, gets the red out in seconds!
