Q: do they stain when wet?

No the black ones don't stain. I have a pair of tan Ughs that do leave a line where they get wet. If these Skechers are offered in a light color I can't comment on that.

Q: Can the elastic tabs be cut for easy slip on?

I would imagine you could cut them. There is no way to get them on unless u do. I returned mine instead of cutting.

Q: Are they water proof?

No, they are not water-proof, but you can still go for a walk in light to moderate rain. I would not recommend standing in snow for a long time
