Great narrative discourse on debates in economic evaluation; less useful as a "how-to" reference
This is a great text to introduce readers to the many overlapping aims and approaches to economic evaluation methods. I think some of the lack luster reviews stem from the narrative format of the book. It's relatively dense content and the layout is full edge-to-edge small, single column small text. It is certainly daunting when you thumb through it. Public health economists often recommend this book as a introductory graduate textbook in economic evaluation but it's really more of a compilation of dense essays than a cogent textbook. You really have to book out an hour or two to read a chapter start to finish to really get the takeaway message. Skimming to a section using the index as a reference simply doesn't work. That said, I appreciated the book's extended effort to present multiple sides of arguments, explain the basis for each, and try to reconcile methodological differences. If you're looking for a how-to manual, this is not it; but if you really want to wrestle with how we approach economic evaluation, this book is a great addition.
