Yes plug in and then thread on the retainer ring

Whats the heaviest gauge wire that can be used for this?

Not sure of max size but I used 6 gauge with no issues

Can I install this upside down under the trailer instead of on the side?

You could...but don't think the seals, hinge, led light, etc...would hold up with much road spray & water from towing. The flip cover does have a pretty snug grip when closed.

Does this come with the 4 screws that you need to attach it to the rv?

No screws come with the unit. I used the same screws to install. It was a fairly easy install and I am not real good at this stuff. It is working great.
