Yes. In the description it says BPA free. I have the solid blue one and my daughter (who does not use other pacifiers) loves to chew on it.

Has anyone had there babies bite a hole or tear in this?

Not that I know of. My kids haven’t. In my opinion, it’d be difficult for a baby to bite or tear a hole into it.

Is this a good idea for a 3-4 month old?

I didn't introduce this to my daughter until I thought she was teething and needed something cool to soothe sore gums (about 6 months). I think the red 'raspberry' part would have been way to big for her to put in her mouth when she was 3/4 months, although I suppose she could have gnawed on the leafy green parts.
