They peel up really easy I didn't have mine on the floor for a month before they started to peel and break

The surface is plain, but they look good on the floor. They are rather shiny too.

They they can be cut to fit the area?

I have been able to cut these tiles with scissors.

can I use the self-adhesive vinyl floor tile for my patio?

Maybe....if your patio is covered and protected from the elements. It would be too easy to get water or dust in the cracks, which will eventually work its way under the tiles and lift them.
