You have two options - 1) Use a hammer or 2) use a knife to smooth out the holes and then use a hammer anyway.

How do the screws go in place with the washer? . Can’t get them to thread.

Hey there. What I did was pre tap the bolts into the all the holes before adding the washers. There can be some manufacturing debris in the holes. Hope this helps It's also a little tricky getting them lighned up so don't tighten anything until they're all in the go back and tighten them.
