Is this cover waterproof? Plastic film, rather than woven fabric?

Yes, waterproof. It's plastic, and be at thing about it is the Velcro strap that disallows thee wind to blow it off. Had this cover for about 5 months through all sort s of storms and rainfall and my Weber stayed dry

does it get brittle in freezing weather?

No, it does not get brittle in cold weather. But, I would not buy it again. The description says hold down "straps" which I interpreted as more than one. Mine came with only one strap as shown in the picture. I have to use a bungee cord wrapped around the grille to keep the cover from blowing off in high winds.

I'm not sure what jewt is, but this is a thin plastic cover that will protect from rain and sun for at least a few years.
