Yes. It works both the French and German recessed female sockets, which are the same but with different grounds (Types E and F). South Korea uses both, so this adapter is an excellent choice. I used mine in Saint-Pierre-et-Miquelon, a French territory 15 miles off the Newfoundland coast, and it works great with the 90 to 250 V chargers supplied with most cell phones. The socket will work with high power devices like hair dryers and corded shavers, but the 240V power used in S Korea will fry them without a suitable voltage adapter as well.

Yes, but please note the distinction between adapting the plug and converting the voltage, it does not convert the voltage. That being said, most cell phone and tablet chargers these days are 110-220v, but check to be sure.
